By Federal Chief Information Officer Clare Martorana

Technology serves as the foundation of the Federal Government’s ability to deliver on its critical missions. Over the last four years, the Office of the Federal Chief Information Officer (OFCIO) has helped agencies strengthen this foundation and get on a path to digital transformation that can progress from year to year and across administrations. By ensuring the American people are at the center of everything we do, collectively knowing what problems we’re trying to solve, and launching technology that is secure by design, we can deliver a simple, seamless, and secure Federal Government experience.

Today, OMB is releasing the OFCIO Impact Report highlighting the advancements in Federal information technology (IT) and cybersecurity that have delivered impact for the American people.

OFCIO has accelerated progress in:

Securing Our Digital Future by supporting agencies as they implement modern cybersecurity practices such as zero trust while maintaining operational agility in the face of evolving cyber threats.

Reimagining Partnerships by building on the efforts of those who came before us, learning from partners inside and outside of government, and welcoming international digital government leaders to The White House to build strong relationships with our allies.

Resourcing Critical IT Investments by providing a blueprint for cybersecurity funding priorities through joint OMB-Office of the National Cyber Director (ONCD) guidance, working with agency leaders to ensure the right IT investments are made at the right time, and helping agencies advance digital modernization by leveraging innovative funding models like the Technology Modernization Fund.

Inspiring Public Service in the Digital Age by showing technologists that working in government means being at the forefront of innovation across incredible and critical missions, demonstrating how technology can solve real-world problems, and recruiting from all over America to deliver products and services that will work for all Americans.

As I conclude my time as Federal CIO, I believe the American people rightly expect and deserve a secure digital experience that is easy, trustworthy, and accessible. Because of the work under this Administration, now you can better know when you’re interacting with an official Federal Government website, quickly get answers to your top questions in a language you understand, access government services online regardless of ability, use government websites that work on mobile devices, and interact with government in a way that works best for you, whether online or in person.

While the journey to secure and modernize our government’s technology is continuous, I am proud of the foundation we’ve put in place to bolster our systems and networks, build key partnerships, and design products and services focused on the people we serve. Implementing modern technology – with the right team in place – maximizes the impact of taxpayer dollars, reduces burden for the workforce allowing them to focus on mission critical tasks, and drives efficiency and effectiveness of government operations.

Modernizing government technology is a marathon, not a sprint, and millions are counting on the next leg of the race to be even stronger. As I pass the baton to the next Federal CIO, I do it with great admiration for the many partners and technologists who gave it their all over the past four years, and with great confidence that the next team will run even faster in delivering the government we all know is possible.
