  • Since Day One of this Administration, President Biden has made it a priority to ensure that every American has access to affordable, quality health care.
  • That’s because he believes that health care is a right, not a privilege.
  • One of the ways this Administration has advanced that objective is through a rock-solid commitment to the Affordable Care Act.
  • In fact, every year of the Biden-Harris Administration, we’ve set a new all-time record for ACA Marketplace enrollment.
    • When the President took office, 12 million people had signed up for ACA Marketplace coverage.
    • In January 2021, the President directed Secretary Becerra to open a special enrollment period – and 3 million more people signed up.
    • In January 2022, enrollment grew to 16 million.
    • A year later in January 2023, it was 21 million.
  • Today, I’m absolutely delighted to announce that we’ve – once again – set a new all-time record for Marketplace enrollment.
    • We’re announcing that nearly 24 million people have signed up for coverage.
    • And we still have 8 days to go before we hit the enrollment deadline, so you’ll see that number continue to grow in the final days of this Administration.
  • The President has also remained deeply committed to Medicaid.
  • He has expanded the program under the ACA to four states, making sure people can access the care they need, when they need it, including for at home care.
  • We’ve also cut red tape to make it easier for American families to apply for, and renew their Medicaid coverage.
  • Today, Medicaid covers about 80 million people; 23 million through Medicaid expansion – driving total ACA-related enrollment to over 45 million. 
  • And more than that, this Administration has driven the uninsured rate to all-time lows, ensuring that more people have health insurance than at any time in American history.
  • Our record-breaking enrollment shows that this Administration has not taken its foot off the gas in making sure that Americans have access to affordable, quality health care.
  • We made the largest investment ever into helping people sign up for health insurance – an eight-fold increase from the Trump Administration era.
  • This additional funding helped to expand our outreach and assistance, especially to those in rural areas, and other underserved communities.
  • We’ve also eliminated bureaucratic red tape that makes it harder for people to enroll in coverage and strips coverage away from those who need it most.
  • And we lowered health insurance premiums.
  • Americans purchasing their health insurance on HealthCare.gov are saving an average of $800 annually on their premiums, thanks to the Biden-Harris Administration.
  • But as you’ve likely heard, our efforts to lower health care costs and expand coverage are in jeopardy.
  • Republicans in Congress are trying to take away the enhanced premium tax credits that make ACA coverage more affordable.
  • If Republicans in Congress succeed, Americans’ health care costs would sky rocket and the results would be catastrophic:
    • A single parent could see their premiums increase by $1500 per year.
    • A retired couple could see their premiums increase by $18,000 per year!
    • And experts estimate that 3 to 5 million people would become uninsured. 
  • Higher costs and more uninsured people – that’s not what hardworking Americans deserve. 
  • Instead, in 2025, Congress should double down President Biden’s efforts to lower health care costs. And continue driving toward a country where every American has the health care they need.
